How does an engineer know when to stop? The stopping point is reached when the system being designed fulfills all the requirements that made its design necessary to begin with. When every requirement is answered by the system design and every aspect of the system design is the result of answering those requirements "bi-directional traceability" has been achieved and the design can be considered complete.

Validation and verification is the process of checking for that completeness. In CORE, validation and verification take place throughout the design process.
